All you'll have to do to popup the Win98 Developers Dialog is

Open the Date/Time Properties (by double clicking on the time display on the tray) and click on the Time Zone tab.

Press Control (<Ctrl>)

Click Mouse (Left button) at position A

Drag mouse to position B

Leave mouse button but not the <Ctrl> key

Click Mouse (Left button) at position B and drag mouse to C

Leave Mouse button and Ctrl key and watch as a new dialog opens up to show you the Win98 Developers Team!
